Abnormal Ground Conditions - Wrong Putting Green 

Hello fellow members. Meadowlark is unique in many ways but one thing that sets us apart is the proximity of 2 of our par 3 greens to one another. Holes 13 and 16 greens are separated by a mere 30 feet at their nearest points. Throughout the day you'll hear lots of "FORE!" shouts as tee shots from 16 sail short of, entirely over and onto the 13th green. It can get a little crazy when an entire fivesome decides to pull, hook and shank all their shots over there. I have been an unwilling participant in such a display and let me say sorry if I scared anyone. Now for the shots that roll off and end up in the rough the decision of how to proceed is easy and you won't have to wait embarrassed as the guys on 13th finish up and stop snickering over your poor shot. 

 So the question is, if your ball stays on the 13th green, how should you proceed with your second shot? Do you hit the ball where it lies or do you elect to take relief? Is there a penalty or is the relief a free drop? How do you determine where to drop it if you do?  

We've all been in this predicament and always figure out a place to drop, but is it the right place??
